No. Your license key is tied to your account and should not be shared with clients or other third parties. You can activate Ultivo Toolkit Pro on client websites you manage, up to the site limit of your license. If a client takes over management of a site, deactivate your license there and they can activate their own. Abuse of license keys may result in the license being suspended or revoked.

You can add it yourself. Your account has a Custom localhost URLs setting where you register your own patterns, so an unusual staging or development setup still does not count against your total.

You receive a license key by email and can download the Pro build from your account at any time. Enter the key under Ultivo Toolkit, License and the Pro features unlock.
